Position Title: Finance Manager

DESCRIPTION:
The Finance Manager performs the financial/accounting functions for the Port. This person regularly reports the financial position of the Port to the Executive Director and Commissioners. The position entails having the entire oversight of the Port’s finances and he/she should be knowledgeable and able to identify activities that can enhance or detract from the Port’s goals and mission.
SCOPE OF AUTHORITY:
Under RCW Chapter 39.59 Port Districts are given investment authority for their funds and monies in their custody; Resolution No. 3-2013 authorizes this position to invest funds on behalf of the Port of Skamania.
RESPONSIBILITIES
The Finance Manager’s primary areas of responsibilities include General Accounting, Administration and Grant Management, and Human Resources. Each area is detailed as follows:
General Accounting
- Reconciles cash and investment accounts to the County Treasurer’s reports
- Prepares timely, accurate and conforming monthly financial reports
- Administers and maintains Port investments
- Maintains a chart of accounts for Port revenues and expenditures compatible with the state Budgeting, Accounting and Reporting System (BARS)
- Performs all accounting functions related to Accounts Receivable
- Performs all accounting functions related to Accounts Payable
- Makes payments of Port debt and maintains loan schedules; keeps records of debt and interest payments
- Monitors funds transfers between fund accounts
- Prepares bi-weekly payroll; manages
- Time cards
- Wage rates, benefits
- Record keeping
- Taxes
- Reporting
- Managing cash/deposits
- Prepares and submits quarterly excise tax and annual sales tax reports
- Prepares and submits reports along with supporting documentation to satisfy grant requirements
Budget/Audit Management
- Prepares annual Port District budget
- Maintains and prepares documents needed by the Washington State Auditor for the Port’s bi-annual audit
Administration
- Grant writing and management
- Fills in for the Executive Director as needed
- Interfaces with the public
- Answers phones periodically
- Greets visitors periodically
- Welcomes tenants/prospective tenants periodically
- Maintains filing system related to job functions
- Manages office supplies related to job functions
4. Provides notary services (optional)
5. Coordinates Port insurance claims with all parties involved
6. If applicable, manages and oversees accounting staff
Human Resources
- Performs human resources duties including:
- Benefits management
- Employee sick leave and vacation days reporting
- Management of Personnel files
QUALIFICATIONS
7 years of experience preferred but not required in relevant accounting/finance functions, and knowledge of General Accepted Accounting Practices; an accounting degree is preferred and/or experience with Washington State Ports or other municipal corporations. Detailed qualifications include:
- Expertise in financial reporting and recordkeeping, accounts receivable, accounts payable and payroll
- Competency in budget procedures for a municipal corporation in the State of Washington
- Experience with chart of accounts for revenues and expenditures compatible with the state of Washington Budgeting, Accounting and Reporting System (BARS)
- Knowledge of legal requirements of the Revised Code of Washington (RCW) pertaining to open meetings and public hearings
- Proficiency with computers and computer software including all Microsoft Office programs, and experience with SAGE Business Works is a plus
- Must be able to work in a team environment and have the ability to communicate technical accounting issues and theory to non-accountants
- Experience managing and overseeing an accounting staff
SALARY RANGE
$18 to $32 hourly
