| Pat Albaugh, Executive Director
In September of 2016, Pat left his position as the Director of the Skamania County Economic Development Council to assume his role as Executive Director for the Port of Skamania County. Pat spent more than a decade working for Ports in Oregon as the Finance and Operations Manager for the Port of Cascade Locks and most recently the Port of Newport. With a BA in Business from the University of Minnesota, Duluth and an MBA from Marylhurst University in Oregon, Pat has amassed over 30 years of experience at private, public, and non-profit agencies. | Fran Breeding , Finance Manager
Fran moved to the Columbia River Gorge in 2011 from the San Francisco Bay Area. She has a Master’s degree in Public Administration from Auburn University Montgomery. She is excited to finally have the opportunity to serve the community she calls home.
Prior to joining the Port of Skamania, Fran was a senior financial analyst for both the Port of Portland (2014-2016) and the Portland Development Commission (2011-2014). In both roles she was responsible for budget development, long-range planning, monitoring financial performance, grants management, and performing a variety of analyses to inform business decisions. From 2011-2016, she was a senior analyst for the City and County of San Francisco’s Capital Planning Program (CPP). There, she managed the City’s $118 million annual capital budget and contributed to the development of the City’s $25 billion ten-year capital plan. In March 2011, the CPP received the San Francisco Planning and Urban Research Association’s 31st annual Good Government Award and a commendation from California Assemblywoman Fiona Ma for creating a model program that helped the City to assess and prioritize its infrastructure needs.

|Doug Bill, Facilities Manager
Doug joined the Port in May 2011. He has over 20 years of experience in the residential and commercial construction industry. Doug has 15 years of experience as a firefighter and has studied environmental law and forestry at the University of Wisconsin, Stevens Point. Doug grew up in Richmond, Illinois. He enjoys flying in his spare time and has his private pilot SEL certification.

|Dave Kuhn, Facilities Specialist
Dave joined the Port in May 2014 as a seasonal employee and a full-time employee in January 2016. Dave has been a resident of Washington since 1968 and has an Associate’s Degree from Clackamas College in thermal energy. He has worked in the timber industry for over 20 years and 5 years in the heating industry.

|Monica Masco, Port Auditor
Monica Masco, a Skamania County native, earned her accounting degree at Central Washington University and has worked for 25 years as a controller, auditor, bookkeeper, and tax preparer. After living in Seattle and San Francisco for 6 years, Monica returned to Skamania County in 1993 and founded Arrowhead Accounting, a firm that provides accounting and tax services to the community. |Kenneth B. Woodrich, Port Attorney
Kenneth B. Woodrich, has served as Port Attorney for 20 years as of Feb 2016. Ken became a licensed attorney in Oregon in 1983 and since 1990 has been licensed to practice in Washington. Ken’s practice emphasizes municipal law and he has a keen interest in the Port’s development. As legal adviser he counsels the Port through contract negotiations, property acquisitions and development, lease matters, personnel issues and all aspects of Port law.
Ken is a University of Oregon graduate with a Bachelor’s degree in Biology (1978) and a Juris Doctor (1983). In addition to his law practice, Ken is involved in the community including serving as president of the Skamania County Chamber of Commerce in 2001.
