Pat Albaugh, Executive Director In September of 2016, Pat left his position as the Director of the Skamania County Economic Development Council to assume his role as Executive Director for the Port of Skamania County. Pat spent more than a decade working for Ports in Oregon as the Finance and Operations Manager for the Port of Cascade Locks and most recently the Port of Newport. With a BA in Business from the University of Minnesota, Duluth and an MBA from Marylhurst University in Oregon, Pat has amassed over 30 years of experience at private, public, and non-profit agencies. Pat is a 13 year resident of The Columbia River Gorge, having lived previously in the Tetons of Wyoming and a decade in Alaska. You can contact Pat directly at pat@portofskamania.org |

Cindy Bradley, Finance Manager
Cindy serves as Finance Manager for both the EDC and the Port. Her duties include bookkeeping, clerical responsibilities, loan administration and collection, and assisting with business development services. Cindy has been a longtime resident of the Gorge, moving to Cascade Locks in 1967. She graduated from Cascade Locks High School and attended Western Business College where she obtained a diploma in Accounting in 1988. After college she worked as a bookkeeper and office administrator in several different industries, including private non-profits, hotels, restaurants, a hospital and medical/dental clinics. Before joining the SCEDC & the Port she worked as the Office Manager/Bookkeeper for Skamania Physical Therapy for 10 years. Email Cindy: accounting@portofskamania.org |

Doug Bill, Facilities Manager
Doug joined the Port in May 2011. He has over 20 years of experience in the residential and commercial construction industry. Doug has 15 years of experience as a firefighter and has studied environmental law and forestry at the University of Wisconsin, Stevens Point. Doug grew up in Richmond, Illinois. Dave Kuhn, Facilities Specialist
Dave joined the Port in May 2014 as a seasonal employee and a full-time employee in January 2016. Dave has been a resident of Washington since 1968 and has an Associate’s Degree from Clackamas College in thermal energy. Monica Masco, Port Auditor Monica Masco, a Skamania County native, earned her accounting degree at Central Washington University and has worked for 25 years as a controller, auditor, bookkeeper, and tax preparer. After living in Seattle and San Francisco for 6 years, Monica returned to Skamania County in 1993 and founded Arrowhead Accounting, a firm that provides accounting and tax services to the community. Kenneth B. Woodrich, Port Attorney
Kenneth B. Woodrich, has served as Port Attorney for 20 years as of Feb 2016. Ken became a licensed attorney in Oregon in 1983 and since 1990 has been licensed to practice in Washington. Ken’s practice emphasizes municipal law and he has a keen interest in the Port’s development. As legal adviser he counsels the Port through contract negotiations, property acquisitions and development, lease matters, personnel issues and all aspects of Port law. Ken is a University of Oregon graduate with a Bachelor’s degree in Biology (1978) and a Juris Doctor (1983). In addition to his law practice, Ken is involved in the community including serving as president of the Skamania County Chamber of Commerce in 2001.
